All Things Plainfield

So here’s the deal.  I get emailed occasionally with questions, comments and concerns about this site.  The Plainfield post had the most problems.

I un-published the old All Things Plainfield post (all of the text is preserved), and restarted a fresh version as a page, not a post.

“Why hasn’t the town done the same thing for sewer upgrades, or purchase of new schools, the creation of the industrial park, Moosup Little League” asks Kevin.

3 of those things are somewhat critical to your town operation. I don’t know Kevin, WHY haven’t they been “done”. Maybe the need isn’t critical enough yet. There’s also bonds to consider for long term payoff of expensive needs. The LL doesn’t belong in that list. I suggest you talk to your First Selectman about it.

    They have already been done.

  3. I don’t understand. Kevin made it sound (at least to me) as if they issues had not been resolved.

    3
  4. these instead of they…… as if these issues had not been resolved. Long day.

  5. Ray I can’t put words in his mouth but I suspect he meant to say:
Why “didn’t” the Town.. etc etc

  7. Dan,

When will the theft police be coming to my house??? The plan is still moving forward on working with the town to get it done.

  8. Yes…my bad… I meant to say ‘didn’t’

  14. Alright got to check powerball ticket. Perhaps I can avoid tearing up my puter tonight. Swapping out parts to test my grandson’s hehe

    Where is Dan?

  15. If you define theft the same way Bill Clinton defines sex, the government never steals anything. But theft is the taking of another person’s property against his/her will, regardless of the purpose. Having the authority to steal doesn’t change the definition. Government, unfortunately, has the power to get away with it through taxation.

    15
  16. I asked you to “Prove theft and leave out no detail , show the statutes.”

Instead we get denial, and doubletalk. Thanks Dan.

So how many others ran against you at your party convention?

    16
  17. Notice he has smartened up and started to not put his last name on posts… That’s ok the farmers and all the Little League parents know who he is now.

  18. Ray Sulich says:

You know what….. people are tired of hearing “It’s for the this, and it’s for that” when it comes to reasons to keep raising taxes and spending money. How about some major reductions in government and spending and throw in a reduction in taxes at the same time. Maybe we’ll say “It’s for the tax payers”!

Tell me you’d support paying taxes to support a business that has a poor business plan and continually operates way in the red especially when that business is hamstrung by the same government that funds it with your money. Are you saying the free market doesn’t work?

Are you one of the people complaining about PRE getting a bridge loan?

Tell me you’d support slight of hand that turns a property from privately owned to public owned just to get a handout from the government if it wasn’t your pet cause.

Hypocrisy seems to run deep in your logic.

    18
  19. Ray,
I think you know which side of the river I’m on with PRE.

The Plainfield LL property has greater potential as town owned property. The parking issue alone is the best best to make the area safe for all. You have no idea how many calls I received on that when I was in office and then viewed it first hand. The added space will also allow the town the opporunity to make everyone who lives in that neighborhood breathe a sigh of relief when large events happen there (and there are more things going on and there will be more, when the lot gets built.)

No slight of hand there…..that was the intention when it was proposed when I was in office Ray. I had that vision when I was in office…..public safety was the topic then.

If you want to hear about government funds on the local level being used without taxpyer approval (my vision of “stealing”) then you should hear the one about Moosup Pond.

I have to ask you first however Ray….as a BOF member…what do you tell your BOS when they put together their budget….put in everything that you plan on spending, or just give a bottom line number and spend at will? (this is not a reflection of Canterbury, but Plainfield and the process that has been done here.)

Just in case anyone is interested…..

There is a P & Z town meeting next Tuesday, 8/10/10 at 7:00p.m. to discuss the Special Permit for mining on my property at the Brunswick Mills. It should be an intereresting meeting.

One of the most interesting facts that you all need to be aware of is the fact that the person that has been mining the site up till now is not the same person that is seeking the renewal of the permit. The original permitee has been forced out by this hidden partner.

This is were it gets really interesting…..

This hidden partner is the same person that owned the site when the Brunswick Mills went up in flames and the same person that the EPA fought with for several years to clean up the site after the fire.

The same person that would not perform the clean up and it had forced the EPA to step in and spend $3.4 million dollars to clean up the site.

The same person that was told when the property was being transfered to me by the EPA to stay out of the project into the future or face having the $3.4 million dollar lien placed back on his plate. (This was in a meeting at the town hall in Plainfield that was witnessed by a group of 12). EPA may or may not being getting involved in the lawsuit I have against his person.

The same person that sold the property free and clear to me and signed the Transfer of Property Agreement and agreed to stay off the project into the future.

I am still very much involved in a lawsuit that I have filed against the person that is seeking a renewal of this Special Permit.

It is the fraud that this person has committed against me and my investor that has caused the Brunswick / Carvil Mills from being redeveloped in any shape or form since I purchased the property back in 2006.

It is the fraud that this person has committed that has caused us to spend money on legal expenses instead of redevelopment ( $300,000.00 so far)

Due to the ongoing lidigation it also prevents us from spending any money to repair the Glen Falls Dam that was damaged by this past March’s floods. No funding agency will provide a commitment due to the fact that the property is tied up in lidigation.

Most folk’s that live up river have been greatly affected by this problem due to the fact that the damages to the dam has caused the upper river to be three feet lower than normal.

Because of the lidigation We also have lost well over a dozen investor who would have liked to get involved in rebuilding the Hydro plant and creating a small Green Village that would have a carbon free footprint as well as being able to have it’s own power plant that would provide off-grid energy that would handle all the energy needs for this village.

Sorry to say, Until the lidigation has ended this project and the dam remains at a stand still.

Good news is, the back tax’s are more than half way payed off.

  21. “The same person that sold the property free and clear to me and signed the Transfer of Property Agreement and agreed to stay off the project into the future.”

I’m a bit confused John. You own the property and someone else will do the mining without your permission or you making a profit from this mining operation on your property?

Will the injection of this miner into the process pull the EPA back into it, and the EPA will want full repayment from you or this miner?

When I was on the P+Z I asked the Mining operation applicant at the time don’t recall who it was) but I specifically asked “how long would it take to remove the stone from the property if you went at it full bore.” We were told 2 YEARS! That has to be at least 5-6-7 yrs ago?? Why is this saga continuing? Was the mining interrupted?

    21
  22. Ray Sulich says:

I wasn’t as involved in the process last year as I will be able to be this time around. Worksheets are presented but there is often confusion as to where the numbers come from and what they will be spent on. I worked to the extent I could to hold their feet to the fire but it’s difficult when you’re at a 3 to 1 minority on the board.

    22
  23. Thanks Ray.

You see, when I put forth the town budgets for the BOF and the town, I put in EVERY item as low as $1,000.00 , so the taxpayers could see everything that was planned to be spent. If items arose, I needed to either use contingency or have funds available for line item transfer (which both needed full board of selectmen and board of finance approval).

Take a look at the link to the town of Plainfield to see that there are town approved budgets to see the last two years budgets to see what I am refering to. Its interesting to note that while there are items listed, the first selectmen seems to have already committed monies to other projects that are not listed on the budget. I as a taxpayer have a problem with spending money on areas that were not approved and never mentioned in a BOS meeting or a town meeting.

Moosup Pond association – got $10,000.00 for weed control. Never a word about it……my opinion a campaign promise to the Moosup Pond Association and it went paid out on the QT.

funny how the taxpayers don’t know about this but have to pay for it.

  24. John P. Gauvin says:

    John D

Sorry for not getting back to you sooner. Last night the P & Z shot down the Special Permit request by this guy I purchased the property from for the following reasons:

    1) Lack of progress. In three years of his excavation he has completed less than 10% of the project.
    2) Noise and dust in the area.
    3) No site plan has been forwarded.

The Applcant was told not to come back to address the board unless he had a site plan to present to the board from the land owner ( Me).

In the center of the meeting the applicant was confronted by the 1st & 2nd Selectman with some very, very direct questions. Both Selectman realized that they were dealing with the same person that they had battled with about 6-7 years ago regarding the site clean-up. Word was that he had a very bad track record with the town in the past as far as getting the site cleaned up after the mill fire.

At least 6 folk’s from the town also rejected the application as well as several written letters confirming the same and I believe the entire board shot him down.

Now that this is behind me I will now focus my energy on the next two items:

    1) Repairing the dam.
    2) Rebuilding the hydro.

I am in talks with several state and federal agencies to rebuild the dam. Talks include a fish ladder. This would be a wise move as to killing two birds with one stone. Fix the dam, install the fish ladder.

Scott, did you vote for Simmons? It looks like Simmons won Eastern Connecticut going away. So i think most people you live amongst believe Simmons was the best candidate. In other words, most people don’t agree with you. I am trying to get an answer out of a previously vocal political expert. Why is this person suddenly silent? Who did you vote for Scott?

    25
  26. Janise Proctor says:

I can only conclude that Scott did not vote, since he refuses to say who he voted for. But now that Schiff is gone, will Scott please advise us all on who we should vote for next? Simmons won almost all of Eastern Connecticut. Scott supports lower taxes, and lower spending. Where do we go from here Scott?

    26
  27. Thank you John
Who was the developer/miner from the past?

    27
  28. I missed the meeting. More fun to rip out a bathroom and floor than go to a P+Z LOL I miss it.

3yrs and 10% We were told 2 YEARS Period. You expect a site plan and dust control??? What planet R U from? ;-)

    28
  29. Janise with all due respect this is PLFD :-) Simmons lost now can we back the winner of that race regardell of who scott voted for? Let’s geter Dun with all due respect of course.

Ray Sulich CAN you call me ASAP? This I believe you will find very important to Cant.

Sorry Janise this is the PLFD thread. My bad! :-)

    29
  30. Sorry Ray 860-564-5519!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

    30
  31. Welcome back Nick….you are very transparent guy… sounds like you are licking your wounds from the Simmons loss. Looks like your political strategy went down the old tubes.

Looks like all of CT didn’t want another big spender in the Senate seat. The people spoke… SIMMONS IS OUT!!!!!!!! Schiff put a good fight. If Simmons had stuck to his word, Schiff might have won the primary.

You can forward this link to him,,,

    31
  32. So Janise/Nick…. did you ever get your sons reading assignments?? Of course they were with your oldest daughters report card… but thats ok I understand the over sight that you made… a mind is a terrible thing to waste

    32
  33. http://www.censusonline.us/search/PROCTOR,JANISE

2 in the US and we get one of her? Maybe she moved from the Bronx to CT?

Nick if ur still reading, hope all is well. You been MIA since I hijacked ur thread. And, how did you make out with the BOE and the missing names. Maybe Jackie can help, she offered? Hope all is well.

    33
  34. John Gauvin
Was there a motion made to accept the permit? If so It looks like it was a unanimous NO???

    34
  35. Janise Proctor says:

Scott Charlwood, would you kindly mind just answering my question? You made a point often about switching sides to vote and you said then that you did not. So who did you vote for? And dear friend, you can look me up in the book to see that I am who i am so call me to tell me if you are not comfy about telling us all ok?

    35
  36. Janise Proctor says:

oh and i am from Norwich. Sister to Heather and Charles. Does that make you easier to find me? And yes i supported Rob as did almost every town in this area. I guess you are the one out there.

    36
  37. Janise Proctor says:

At least i think every town around here did.

    37
  38. Funny… did a google search and this is all that came up with the spelling the way it is… http://wiki.name.com/en/Janise_Proctor

    38
  39. I was out of town and didn’t vote… dear friend… so you have seen your GOP in CT not listening to you so now you hide with fictitious names… wow this is getting sad.

    39
  40. Scott,

Who are you implying (based on your intense investigation) is behind the fictitious name? Should you be implying that it is I, you are wrong.

BTW, there is a thing called an absentee ballot. You can request one if you’re going to be out of town during a period of time where you have the opportunity to vote. All you have to do is to visit your town clerk to fill out the form.

    40
  41. Gee really Ray…. I would have never known that. Really… can you get an absentee ballot at the town clerk’s office? Where do I get a dump pass? Any idea how to register my dog? Then there is the forever pesky property taxes… who controls that?? Thanks for the info you are so helpful.

Ray… if you read the other posts.. Janise is Nick.. not you… there goes the comprehension problem again.

    41
  42. You are correct Scott, but the comprehension problem is as usual on your end…..please read slowly and carefully “Should you be implying that it is I, you are wrong.” Pretty clear now isn’t it.

    42
  43. Now that you know where to get all these goodies done, I suggest if you really want to be a part of the political process (as a good citizen should), you put your knowledge into action so you can actually vote.

I can’t believe with all your complaining you didn’t even take the necessary steps to vote. Unbelievable! Now you’ll probably sit back and complain about who’s running and ultimately who will be elected.

Ray jumping the gun… Point Charlwood :-)

    46
  47. If Charlwood could have voted… point Sulich We are awaiting “verification” on Mr charlwoods avilability to vote. Instant replay is in order. Charlwood in lead pending ……………?

Is this really necessary. It really detracts from your good points, both of you. Wasted freakin energy !! Ray you did jump the gun and scott with all ur positing if you could have absenteed …. Well!!!!!!! he gotcha!!! We all have a right to bitch whether we voted or not (unless One never votes, then again…).

Christ get behind someone and join forces!!! U 2 R very involved and want whats best for us all, are you both going to miss the point by arguing who said what, where and when???? TIME OUT FOR BOTH OF YOU :-) Get behind ur endorsed candidate, unless you are really opposed to him/her????

And Donna with ur Dem/socialist/communist labels frankly it’s F’n redundant!! You too Nick! Enough of the GD labels already. It’s tough enough to get someone to get involved without someone else calling them names and labeling them for their simple opinion.

Jesus Donna “ya get more bees with honey than with vingegar.” We are from Cant and PLFd No? I get it. You get it most on here get it. But I’m tellin ya many do not, even if you beat them over the head or label them!
Try some honey, honey !!! OOOhh That was chauvinistict,

    My apologies. :-) :-)

    47
  48. John,

Doesn’t seem I have a candidate in this race now. Schiff would have been a great answer to Blumenthal but the GOP let another one go. McMahon I am not sure about yet.

The point to my posts were that Ray and crew were backing Simmons. They spout for a changing of the guard yet they want to vote in the old???? It really boggles the mind with that choice. I mean really look were we are today… it is not a very good place and Simmons was a HUGE part of the US economic demise. He helped pass legislation after legislation that helped bring the US economy to its knees.

But hey Nick, or should I say Janise, and Ray do know best…

    48
  49. ATTENTION
    PLAINFIELD RESIDENTS
    EFFECTIVE IMMEDIATELY
The Town WILL NO LONGER PERFORM:
    1. Residential brush chipping or pick-up
    AND
    2. Curb side vacuuming of leaves
    ADDITIONALLY
Leaves must be put in recyclable bags!
    LEAVES IN PLASTIC BAGS
    WILL NOT BE PICKED UP.
Due to budget constraints these courtesies can no longer be provided.
Consult your local advertisers for businesses who offer these services.

    49
  50. BUDGET CONSTRAINTS ?!?!?!

The 10-11 budget just got passed and started on July 1. This ad was in the Turnpike Buyer on August 11 meaning that somebody thought to put the ad in a week before. Are you telling me that after only one month into the new budget year the town of Plainfield can no longer afford to provide these services? How can that be since they are still saving money by not hiring a full time working supervisor to replace Stanley P ??

This is another poor job of budgeting, and not informing the public of the intent to chnage over leaf pickup in recyclable bags. (More cost to the taxpayers without our input.)
